Can someone explain this to me?
If the balloon is shot and the guy starts falling at the same time, won't the balloon reach a considerable height before reaching 0 vertical speed?
Thus, since the falling guy has a headstart, won't he always be below the balloon, therefore causing it to miss him?

The problem hint tells you the answer: The balloon and your friend fall at the same rate. If you throw the balloon hard enough to close the gap on the x axis, the balloon will reach him because the change in the y axis is at the same rate for both objects.

First, that's not a hint, it's part of the explanation.
Second, since we don't know the hint, why would we assume that they fall at the same rate?
Clearly only their vertical acceleration would be same.

The balloons won't collide unless they're falling at the right rate and the arcs converge
Literally just imagine a graph with two vectors and ask yourself if the shots can converge anywhere, holy shit

The answer is B. Let me explain why the other answers are incorrect.

A) - the natural choice if the student hasn't built an understanding of parabolic motion. The shot moves in a straight line and hits the window, doesn't it? No, unless the initial velocity is incredibly large and the vertical drop due to gravity is negligible in the amount of time it takes to reach the dorm.

C) - it's not clear to me what would be impossible about this

D) - if you don't know the initial velocity or the distance from the person to the window, you cannot automatically claim it will miss.

E) - not an answer.

The balloon curves downward in its trajectory and was fated to hit the building below the window anyway, regardless if the dude fell. This is a consequence of acceleration in the negative y direction (gravity). Whether or not it hits the person depends entirely on how much it was to miss the window by (a function of initial velocity and total distance), and whether in the amount of time it takes the balloon to reach the wall, the person happened to fall the same distance (only a function of gravity).

Is there a previous question that specifies the distance and/or that they are shooting at each other in some other situation? That might provide some other data which implies the balloon does hit. Just from the information given in this thread though, you couldn't conclude A is the correct answer.

Yes no one addressed the question I posed.
First as it the balloon is shot it reaches a certain height before its velocity becomes negative. The guy has already begun his fall and has reached a good negative velocity.
Then as the balloon continues to accelerate and reach starts having negative velocity due to gravity, the guy, who clearly had a head start due to the fact that he didn’t have to travel up first, would continue to have a greater velocity and greater displacement.

If the force on the balloon is exactly in the direction of that line AND has just enough velocity in the x-direction to reach the dorm, what height does the balloon reach? That might give you an idea...

Because you threw it at him. The arc of the balloon is defined by your aim. If there were no gravity then the balloon would travel straight and hit him because he would not fall and the balloon would not drop. Because he falls at the same time that the balloon is released gravity is acting on both objects for the same amount of time which yields the same final displacement in the vertical direction.

To look at it another way, you're throwing the ball at an initial angle (theta). Rotate the graph of the path of the balloon by -(theta) to orient the line of your aim with the x-axis. If you have a picture you can just rotate it on a table.

What do you see?

My friends helped me realize that even though the guy has a head start, he is higher up, which makes up for it. I am assuming the maximum height occurs before the balloon is in level with the guy because the guy has a head start in velocity, and if the balloon has to hit him, then it needs to have a head start in displacement. I can’t give a exact point though.
I am sorry if I am too retarded to understand this completely, but if understanding your question would lead to further insight then I would appreciate an explanation.
