You want to position the string in a way so that it is perpendicular to the part that traps the mouse. You question is ill defined. I dont know what youre trying to do.

#1 gives more torque. You want the string perpendicular to the bar.

I believe it to be the second picture.

Torque around an axis is equal to the force applied times the perpendicular distance from the center of the axis of the line of action of the force. In both cases, the string is the same distance away from the center of the axle, but only in the second case is 100% of the force directed parallel to the string. In the first case, only part of the force is directed parallel the string.

I thought the arrows indicated the direction of the force.

Yea so it's for a mousetrap car like pic related. When the car starts. The string is at a 90 degree angle with the axle and this is when it has the most torque. It loses torque as the angle get smaller. So #2 was my attempt at trying to keep the angle closer to 90. The pulley will be on a spring and rise as the mouse trap bar rises.
