...In order to signal anyone at super long distances between solar systems you'd need to block the light from your sun to that portion of the solar system. You'd need to make the sun into a "Signal Lamp." The blocking mechanism would be placed in whatever location would allow the smallest required square area to block the light to the target. It'd also need to take into account the travel time of the light and determine where the target will be located by the time the light reaches the target. Then it just blocks/unblocks the light traveling there. The receiving end would need to look for a blinking star and have a similar setup on their end to reply.
Do you know of any blinking stars out there? Ones that blink when viewed without an atmosphere to look through of course. VVV-WIT-07 & Tabby's star are a couple. There are also Pulsars that could be used for this. Who knows, maybe pulsars are the galactic internet wifi connection.
