No one, not even in LGBTQ+ activism (and I'm talking about the serious one), tries to actually defy the biological definitions (because they are easy to make; a female can bear young/produce eggs, a male can fertilize, intersex depends), but the cultural definitions are what people refer to when they say "woman" or "man".
And of course, no one has a sticker on their shirt saying "I was born intersex", they generally get defined superficially.
So then, again, what do you mean by "woman"?, you may stick to the biological definition but society says the opposite: if a trans never told someone their sex they would be catalogued (of course, if they pass).
That's one of the reasons the gender concept was created as far as I know. And if you were to force the biological definition it wouldn't quite work, again, no one wears a collar that says "I was born X". Making this work would be a waste of money and time, and honestly, it serves no purpose.
