Microscopic laws being time reversible does not mean time does not exist microscopically. Microscopic interactions don't suddenly reverse in the middle of them. With a given set of initial conditions, an interaction will occur one way, not the reverse. Given conservation of information, if the quantum microstate of the Universe is known, one can uniquely trace it backwards without any reference to entropy whatsoever.
The idea of the thermodynamic arrow of time exists because the Universe started in a very low-entropy state. This whole idea that increasing entropy somehow creates time itself is a popsci interpretation of that statement.
Think about a hypothetical universe at equilibrium in a closed box. Through a fluctuation, its entropy reduces to a point resembling the current conditions of the Universe, in which humans may potentially live, and the entropy starts increasing again. If one had access to the microstate of this system, one could trace it back in time, and one would get back to the equilibrium state. Yet as we went back in time, entropy first decreased and then increased.
