How the fuck is it possible to continue balding if you are using dutasteride? (DHT levels literally 0)

Test is wayy less agressive with the scalp than DHT AFAIK. So even if you continued balding, you should see a decrease in hairloss, however why do some people continue balding at the same rate? some even bald faster. And DHT is low as fuck as confirmed by bloodwork.

Im on topical finasteride and I will start inyecting dutasteride on my scalp monthly in a clinic, if I continue balding after a year of treatment I will add in CB. If I still continue balding then you tell me what the fuck is going on in here.
