High humidity hot cities won't benefit from this as much although it still helps a little bit. Fundamentally though cramming a ton of concrete into a tightly packed space is basically begging for heat management issues because heat drops down into that space and instead of being able to radiate straight back up it gets captured in these tightly packed concrete spaces that radiate heat back into one-another like a bunch of radiator fins that have been packed too closely together and are having inter-reflection issues. New cities aught to be constructed with larger space between individual structures and older cities shouldn't encourage construction in already tightly packed areas. The use of stone, brick, and concrete as construction material also contributes to the problem, it's naturally good at soaking in heat during the day and traps it long into the night, keeping things hotter for longer. I haven't heard of recoloring the road surfaces before and it might work for big cities that can afford it, but the US road infrastructure is gargantuan in scale and that won't be doable everywhere. I'd also wonder if it has any impact on the ability to recycle road surfaces, one of the great qualities of asphalt is that it's relatively cheap, self-healing, and you can reconstitute it once it's worn out. If adding that coating makes it harder to recycle it might dramatically increase the overall cost of road maintenance which shouldn't be ignored. Also banishing climate evangelists from society, they put out several times as much hot air and carbon as the average person and usually live some of the most energy-intensive and wasteful lifestyles possible.
