The mechanism which is being used here is to combine two substances which would act as counteractive/antagonists to each other, a barbiturate and a stimulant so it wouldn't be that evidently noticeable after the smoke would pass the filter, the only thing that you get is being high on coke for a short time period while being sedated so you wouldn't notice it but your brain would remark it as pleasing. I heard that it's being used to train people for bodily work solely because after one pack you only would know that your rent has to be paid and you would be too lazy mentally to do any serious intellectual work and also you would become very prone to suggestions because you also would be too lazy to question anything or seriously think about it. Not the mention the fact that small dosages of a substance would fuel addiction if the dosis wouldn't satisfy one and one would instantly crave after one, it's the same for any drug, even for cannabis. There are people who would not want to smoke cannabis at all anymore for a long time after having smoked big amounts without any additive that would block it out from receptors as nicotine does, because the feeling one would ask after while wanting to smoke weed would be satisfied fully and this is very important for not developing an addiction and the reason why crack cocaine can be highly addictive - the amounts one would need to satisfy the craving would kill one, so crack cocaine addicts have to smoke small amounts and that again makes such more and more addicted.
