Make a building, and call it "Collage", and charge admission for semesters, but don't teach anything.
Instead, advertise it for "The collage experiance" of fun, parties, frats/sororities, drunken sex, etc...
Make it slightly cheaper than an actual college tuition, and at the end of their "semesters" give them a photobook with a whole bunch of collages of pictures taken during the drunken parties.
You remove morons from institutions of higher learning, and people have to go into debt MUCH less to party with other horny college age people.
