Why don't we just put telescopes on top of the tallest skyscrapers? Then we don't have to worry about building on mountains and angering locals.

Because those kinds of buildings are generally in areas of heavy light pollution, making the whole exercise useless.

Its expensive and the light pollution happens on top from buildings due to air traffic, radio wave traffic, satellite pollution, etc due to being a busy city.
