Exam might have told them to reference their textbook. I have had an exam like that. It was open book, and questions were just questions from the end of chapter problems.

I failed my first physics test. I studied hard slowly improving and aced the final for a grade of A in the class. When the professor handed me back my test in class he was crying and choked out "this is why i do it"
