It's probably more like a curve though - you'd have people fine at 14 and people who shouldn't be adults until 24. However, due to hormones and human growth patterns, I believe it's unlikely for many people to be mature before 16~ish. 18 might be a little conservative, but going for less would probably be risky. (again, this last paragraph is just my opinion on the matter)
