I understand this is a subjective, complex question. I am looking for opinions, please.
In june, my SW Louisiana neighborhood (not pictured) received 10" of rain within a 3 hour period from the remnants of an invest tropical system. It was the highest ive ever seen water on my road; thankfully my house did not flood.
One meteorologist/hydrologist said the average return period of a place in this area getting 10+" within 3 hours is about 200 years. Im skeptical about the methodology used to determine that and also dont know if it takes into account climate change, amount of rainfall in hurricanes etc.
Despite the fact that this short burst intense rainfall is very rare and might not happen again for decades, im very curious about using this event as a test standard for the drainage of my neighborhood. I wonder how it compares to hypothetical rain events of different magnitudes and durations.
In your opinion:
If 10" in 3 hours caused about a foot of water on the streets and a couple of inches in the yards but no water in the houses... that same neighborhood could probably take up to
1. __" spread among 24 hrs
2. __" spread among 48 hrs
3. __" spread among 72 hrs
