Within Asians, for example, the Japanese as a whole tend to be higher, but China is incredibly diverse, with IQs rising as you move east, culminating in the highest (120s) in specific regions of Shanghai while also being very low in the western farmer regions (80s). There's also a problem of selective reporting of IQ in Asian societies. Many Korean companies require you to include your IQ, certified from specific tests, on a resume; Korean primary schools require students to practice taking IQ tests because funding correlates to higher IQs. In China, IQ is a national pride, leading to similar phenomenon. This is largest in Shanghai, where Schools For the Gifted receive large amounts of funding to churn out Big Brain High IQ Han Supermen. These children's IQs are reported, while the rest of the children of Shanghai's are not. A similar phenomenon is done on the US East Coast with Hasidic Jewish children.
"Hispanic" is also a useless term when dealing with biology because it's a huge mishmash of European, South American, and African genes which are what actually affect IQ, rather than language (the answer to "do you speak Spanish/Portuguese" being "yes" is the sole qualifier to be Hispanic). African Hispanics tend to have the usual African IQ (80s), while European Hispanics tend to have the usual European IQ (100s and above), with Mestizos being somewhere in between based on how mixed they are and from what tribes they come from.
"100" being the "average" IQ is a historical artifact of IQ being created by Germans (this is a simplification). As such, the average IQ (of German men) was set at 100 for the sake of easy math and comparison, we could just as easily scale it down by any factor we want.
