I don't know what the program is asking or how or if the line moves with the change of phi.
But the tangent line touches the graph at the point - what is shown is not a tangent line.
Graphing a moving tangent line that always goes through the origin would result in a line that changes slope, but remains through the origin.
That would NOT be the tangent line, but a line parallel to the tangent line translated by adding minus phi from the point slope equation of the line.
I guess that is what you are asking, but I can't tell from the program...
In this case you show, the tangent line would touch the curve f(x) =x^2 at the point 1/2, and the line shown is translated by minus 1/2.
I'm guessing the idiot that wrote the training program was too stupid to be able to make the tangent line remain on the curve...
