They grossly underestimate the price of these grand missions they have planned, and then when they blow past their original budget, they just bitch and moan to Congress and say that there's already so much time and money committed that they may as well finish it. They know what they're doing, and unfortunately it usually works for them. I was honestly pretty happy when Obamarama did a complete 180 from what all the pop-sci nerds thought he would do and shut down NASA's retarded manned Moon mission program that was already over budget despite literally not even having a functional spacecraft yet.
They put too many eggs in one basket. NASA needs to focus on smaller, lower-budget missions and save their wad for the stuff that really matters. Instead, they just keep running around promising people they're going to put men on the Moon again, put the first man on Mars, send a rover to Titan and unlock the secrets of the cosmos with a gigantic space telescope all within a decade or two and then wonder why people catch on to their charade and start cancelling shit.
