How are eyes with better than 20/20 vision different than the rest of them? Why isn't better than 20/20 vision obtainable with the right glasses or surgery?

Your retina is brain tissue. What you're asking is basically "How are brains with 200IQ better than the rest of them? Why isn't better than 200IQ attainable with the right surgery?"

All eye surgeries currently available carry a large amount of risk and aren't recommended unless you're legally blind with glasses on.

Or more to the point, unlike near/far-sightedness, which relate to the way light gets refracted through the cornea and lens, "better than 20/20 vision" is caused by having a nicer retina (on top of a good cornea and lens).

I paid big money for the good surgery and had better than 20/20. The machine did most of the work. I say "had" because I lost vision due to unrelated brain problems. It was sweet for a while.
