I imagine curing cancer in general is more like curing a symptom, since curing the sources of cancer would involve shutting down hundreds or thousands of mechanisms by which cancer can come to be, while curing the cancer "symptom" itself would just be a better version of chemotherapy. So depending on your definition of cure "Moore's law" could or could not apply, since it can be either seen as one big problem or many, small problems.
Also, it's a more reliable way to get progress and it's easier for many labs to work in it at the same time if each is treating a specific type of cancer, which would discourage work towards a "catch-all" cure.
