The pesticide company also sells the corn and makes the farmers sign a contract that they can't save seed from the corn to plant. Meaning they always need to but that corn.
This makes it so that everyone wants to grow corn. Since there's literally mountains of corn going to waste they lobbied for ethanol production, prior to that was exporting to other countries, and so on. When it went from going to other countries to ethanol production it destabilized those countries. Africa lost generations of farmers who couldn't compete with the near free corn coming from the US. Mexico lost some too, but not as bad, though it did kick off the "tortilla riots".
