The main problem is that launch costs are still very high and thus doesn't allow people to develop the necessary space technologies for colonies. So any stellar endeavor will have to answer the tough problem of making launches cheaper AND better colony equipment at the same time.

Because the vast majority of people don't really care about spaceflight. Even during Apollo, most politicians only saw Apollo as a way to show US superiority and didn't think much about space. They probably couldn't even describe what an orbit is. Once Apollo was done, they've stripped NASA for cost cutting and nearly killed it. "But what about the public who's imagination was captured by Apollo?" You may ask. That was a small minority. The best approval rating Apollo had was 50%, most people felt that it was taking away money from other issues like
