I'd be more interested in just seeing a raw graph of number of papers in 2017 that received at least 1 citation by 2018/19. That will really tell you who is doing the work that is both immediately tell you who produces the most "workable" papers in high interest areas. There's a huge body of research that never has and probably never will be cited

Norwegian ex-researcher here.
Most people think of science, engineering and medicine when they hear the word "research". Reality is that in Norway large sums are channelled into "social science" organisations such as NUPI, PRIO and FAFO which are closely related to the Norwegian labour party and the trade unions. In fact FAFO is the trade union "research" organisation. That way the political left is provided with funding and propaganda means.

Meanwhile real research is not doing well and we have a major problem with academic inbreeding.

The best/highest IQ students usually don't stay in Sweden for PhD and do it else where such as Berkley or MIT.

There aren't any top tier research coming from Sweden because there aren't any top tier researchers. Even karolinska ranked as nr. 6 of a all medical schools has mostly bad research.
