Rings are found in a planets Roche limit, that's the closest an object of a given density can get to a more massive object without breaking up due to tidal forces. For example if the moon were only 9000 kms away it would break up and become a ring system.
If you count Mars as "habitable" it's estimated that Phobos will break up in about 50 million years due to it's decaying orbit, and become a ring.
