I don't know shit about lasers. Could it be plausible to make a given light source more powerful if it's gain medium is constantly being filled with new ionised gas? New gas comes in, ion gives it's energy to passing photons, and de-ionised gas/heavy water exits through an exhaust port while high-energy photons exit through a different area.
