So with all this talk about global warming and incoming apocalypse, why hasnt there been any mention of biodomes and dome cities, or even underground cities?

How is the geography of middle east, and why aren't they pioneering underground cities? This was such a meme in the 90s that there waseven a meme movie about it, which I almost posted a pic of for the OP

It might have been far fetched before but there has to have been big strides in material science by now
