Assuming that abiogenesis is even possible in a gas environment, Uranus and Neptune are extremely cold and distant from the Sun. Even Saturn and Jupiter are sufficiently far from the Sun to make life on their moons improbable, let alone in their cloud tops. It's also worth mentioning that all of the gas giants emit retard levels of radiation.
Venus would be the most likely place in our solar system for gas based lifeforms. The cloud tops on Venus are comparable temperature wise to Earth and contain a number of essential elements.
