First of all, from a development point of view isn't india playing 4d chess with this? 0 public investment because its all private capital and it will make India the leader in this technology(of course, with the risky bet that this technology will catch on)

But once its built, having the first one will make them absolute masters of the matter. Anyone who wants to build a new hyperloop will have to go to india and study theirs, probably buying propieratary technology.
