"Grant proposals" are what we call the process for asking for gibs, because there is a technocracy of experts in the government who are only allowed to give out funding to specific people based on their scientific grant proposals. the idea that string theorists sitting in their dens go "ah, let's funnel my 5 million dollars to, i donno, Schumer or something" is not only impossible but ridiculous. even pro-science billionaires like Jim Simons aren't trying to bribe anyone into funding theoretical physics, since Simons can just fund a crapload of them himself since they only get paid like 100k per year
