Consciousness coincides with existence. Anytime anything exists it is conscious. All singular objects share consciousness of the concept of a single unit of existence. Independently they are all experiencing the same thing, as are all their atoms. Theres bits of consciousness that come and go when complex interactions that reveal the objects specific size/shape etc occur. But none of that matters, its tiny.
But us, we have self awareness and rationality as well as high resolution input. This was just what made sense for our survival, a model of the world, and of internal health. Animals do this too. But we go further, we see that we are part of the world, and model ourselves from 3rd person, except your brain knows thats you, so it modifies the model to center on yourself and give yourself an identity separate from the world. This constructs the concept of yourself and your experience.
Before this, consciousness still happens, but a computer running a complex 3d model isnt much different other than complexity of the representation. But when it sees itself, and has rational intelligence on top of that, it can then carefully direct attention and amplify the qualia.
A universe is created in the mind, and that universe includes rational intelligence and a model of itself. With these components the universe becomes self aware and able to appreciate its existence and examine it.
So when a graphics card heats up, the temperature reading, however represented, is a real little isolated world itself. It doesnt have a way to know of itself though, which is arguable unconsciousness. Since under this view, even actual unconsciousness would be considered a form of consciousness.
