Just bought this cheap chinese "donut" humidifier. It works but when I inhale the steam through the mouth (or even through the nose) it feels as if there's some chemical particles on it. Why is that? Is this thing actually healthy?

I god damn hate China and will admit it's probably this. Most products you buy that's related to food or inhalation will usually tell you to wash it off or crank its heating setting (when applicable) before use
