if you can't grow muscle you can't adapt to stress in the environment
that's one of the methods your body adapts to working out, by increasing muscle recruitment and increasing muscle hypertrophy
now, of course, different people can gain muscle at differing rates, just like with accumulating fat, you can't expect me to believe that one quarter of the healthy population is unable to adapt in any way to mechanical stress
that'd be like telling me that one quarter of the population won't get fat if you feed them 20,000 calories a day and keep them from exercising. some might get fat faster, but eventually, in everyone who is considered generally healthy, they are going to get fat.
now of course, if you were to provide a study that were to conclusively show otherwise, I will be more than willing to believe it, but in all the years I've been exposed to exercise and sports sciences, I have never come across a claim like that.
