There are too many factors to determine the outcome. Class, makeup and size all are relevant. It would likely require more mass than is contained within two brown dwarfs for fusion of hydrogen to occur.

Depends on the overall energy of the collision. As you know when things go faster, they have a higher mass-energy, so I guess if you fling them hard enough then you could get a star tier production material but then it would probably not coalesce into a star due to the energy likely exceeding the gravitational binding energy of the said hypothetical star.

Actually I was watching a lecture last night which talked about rotation of colder interstellar bodies as it relates to magnetism.

It is interesting to consider that rotation speed has an effect upon both mass and core temperature.

I'm not sure where I'm going with this right now. I hit my head awhile ago and it's early.

not even close, smallest brown dwarfs are 13x bigger (in mass)
radius is not that different, because gravity makes the BD a lot denser

Actually could Jupiter have once been a brown dwarf? From what little I know they cool as they age, which may result in shrinkage. Age alters the makeup of the cloud layers as well it seems.
