I have a BA in philosophy from a no name university in NZ with honours but terrible grades. I want to get into as high teir a school as possible. My plan is to get another BA in phil and psych that I can use to apply for grad programs in psych. Is this stupid?

Protip: universities give WAY less of a shit about grades than they make out. You want good grades for scholarships, but generally speaking if you pay your fees they will let you in. You just need to convince the HoD that you're not a complete fuckwit, which is usually easy enough, although for you I'm not too sure.

It is always stupid to do another undergrad, because undergrad is a meme. You never learn anything useful enough to be used in industry, nor sophisticated enough to be used in academia. Undergrad is more about the experiences and connections you make so that when you make it to industry/academia, you are not a complete nobody.

Now, it seems you are so incompetent you failed even at that. But hey, not everyone is perfect. I have also fucked up before. This just means you are at a disadvantage but this can be fixed. Just apply for a masters program in psychology and trust me, you'll get accepted. After that just work your fucking ass to elevate your status enough to get the kinds of Ph.Ds you want. This will save you years of your life. Good luck.

Hmm, maybe. I hear you need straight As to get into top 10 schools though. I suppose I could settle in that regard. Or maybe I value going somewhere like that more than I value four years of my life.

You don't actually care about the rank of the university until your Ph.D. Seriously, here's a serious question: What is even the point of having top ranked researchers in your university, if all they'll be teaching you is intro level classes? You want those people to be your thesis advisor, not your fucking calculus teacher. Settle for the MSc, work your ass off to make something out of yourself, and then go crazy on the Ph.D.
