No. It will take as long as similar flagship space telescopes. Flagship space telescopes are meant to push the limits.

Speed up JWST's development? No, not in a million years. There's too much importance put on JWST to have it be put into orbit by an "untested" rocket like Starship.

No, not at all. The problem is terrestrial in nature, not getting into orbit. There'd need to be commercial profit and competition. If cheap space travel can make that happen specifically for telescopes then yes.
