Well fuck that I can't be arsed to wait for your answer so here it is: we don't know how to create smarter, better human. Even with our news editing tools, we'd have to know where, what and how to edit, and we have no fucking idea. Do you even know how big the human genome is? Imagine being handed a third century BC Chinese Encyclopedia in a hundred volumes of a thousand pages each and be asked to edit it to fit modern human understanding of science, but without having learned Chinese grammar beyond the writing system and a few rules of thumbs. Should be easy right? You just have to copypaste at the right lines :^)
Also don't forget to not add internal inconsistencies, else the encyclopedia will self-destruct or change into a devastating flight of cicadas that will devour all crops in the area.
But no, I guess it's "ethics" that is preventing you from creating the glorious Chinese Encyclopedia 2.0.
