And if you want to do ML, relatively new meme, the university doesn't matter that much, it'll mostly be industry shit that hasn't reached university yet, so getting industry experience would be beneficial. But this second part might be more for industry than academia.
Deciding where you want to do your PhD comes down more to who your mentor is and who his buddies are than where he is.
But if you want to get a PhD to get a better job, then don't. Go to industry now instead and learn on the side & at the job.
