the idea is that you would have a cable, where one end is attached to a counterweight, in geosynchronous orbit, and the other is attached to like a boat or something in the ocean. It would stay taut in the same way if you tie a rock to a string and spin it around your head the string is taut.
The biggest issue is just that any material to make such a cable would collapse under its own weight at such distances. People say carbon nanotubes are getting there, but I don't buy it desu
