Both from the econphd source and from magoosh (and from many other areas), the CS PhD is a really competitive program to get into, and ranks consistently in the top 5 hardest to get into. So yes, it *is* typically chosen by so-called intelligent people.
Either way, you're keen on trying to point out bad assocations, but this idea of "I go where an intelligent person goes, because I am intelligent" misses the point of scientific investigation: you go where you feel like you like to study. CS is that place for many math researchers like Cook and Rabin, or even more recently with Aaronson. Those people are incredibly different than your business tech dude who wants to learn to code after a few years in the masters. I don't give a shit about the undergrad major - I did mine in math and physics as a double major - but CS as a PhD and as a field of research is headed by many of the most intelligent.
