In some sense nothing ever changes on a long enough scale. I think it would imply determinism? We can try to imagine the nondeterministic version...
If you had a looping universe that somehow wasn't deterministic, each loop would almost certainly diverge from past loops in some physical elements, so Amy Adams in Loop t-prime would potentially have a brain (and identity?) different than the red headed actress in Loop t-n.
But let's say you have a linear universe with infinite time where all physical events have a probability of greater than p=0. That linear universe ought to appear to 'loop' because eventually the orientation of physical states will roughly repeat earlier states over many centillions of years. For me this raises questions about whether a indeterministic infinitely looping universe is just conceptually equivalent to a linear infinite time indeterministic universe.
