>>10868050I think no since the black hole has non zero rotation and the exact point of the EH fluctuates based on the BHs mass. With any increase in mass from absorbing matter/energy, or any decrease in mass from Hawking radiation or massive bodies slingshotting off the gravitational well, the Schwarzchild radius will change, and the photon is no longer in the equilibrium point.
