Well said. The surface world is depleted of resources... But maybe, if some post collapse society could manage to reach a decent level of technology based on just the energy of burning plants while keeping their population low, they could at some point transition to wind, water and solar energy, and scavenge the rare materials from the ruins of civilization

A lot of rubbish heaps are full of usable stuff can be recovered and repaired as long as you have the knowledge.

If you zero out all remains of present days tech you might as well restart the resource status too. And my guess is that you could restart it in 100 years.
