In CS there are many cases where people use a system other than PEMDAS, or even seemingly ridiculous(if you think PEMDAS is a law of the universe) ones like reverse polish. If it's just basic arithmetic all that matters is consistency; all of the systems people use can still represent every possibility.

fair enough, I suppose what is meant to be said is "the answer is 16 (using the PEMDAS)." I don't know if there was ever a formal declaration of the rules, I imagine it was something that arose with textbooks that most people implicitly agreed upon.

The answer is 16. not that you need software to calculate this if you plug in the equation to Google, Matlab, Excel, Desmos ( with a divided by sign not fraction) or any computer language you will get 16.

The expression on the right matches the expression in the OP. The expression on the left would be 8/(2(2+2)).
