A neutron star is called that because its neutron degenerate matter. It's just a ball of neutrons packed as closes as they can be. Any closer and two different things would have to exist in the same space, which can't happen, those neutrons would have to cease to be neutrons and just be a bunch of free streaming quarks and gluons. This is the hypothetical quark star, but it also has a upper limit of outward resistance, and gravity can still overpower that.
The more gravity you add, the more of the forces it can overpower until it just breaks physics-as-we-know-it and you end up with a singularity.
There may be some ultimate hard bound that gravity can't overpower, but unless you've figured out quantum gravity you'd be pulling shit out of your ass.
