How do you tell who the burden of proof lies upon? A friend of mine told me that there is no real rigorous system and that you basically have to use intuition to figure out which claims go against the de facto null hypothesis.

Asking because it's really annoying to hear two lazy spergs accuse eachother of having the burden of proof and not knowing who actually has it or if it's even a real concept at all.
