It is technically a racist position, but a matter being racist has no bearing on whether or not the matter is true, and I'm only concerned with the truth. And since he's not proscribing positive action (i.e. he's not saying we go out and sterilize niggers, but only that we leave them to their own devices----no harm no foul), I have no moral objections to such a proposition.
