If the border is open, most sick people will probably get identified at the official crossings. If the border is closed, they just cross illegally because it's super easy in the area. That said, some of the infected will refuse treatment when offered at the border check, flee from health workers, and cross illegally anyway. Situation's fucked either way, but the border being open means it's marginally less fucked.
