Human intelligence has been overall on the increase for ~5000 years, largely because of the difference in survival rates of offspring for upper class (high iq) vs lower class (lower iq) that the upper classes repeatedly replace the lower classes genetically over a long period of time. This replacement happens similairly in other ways adding on to that like disease and war.
Recently however its had a downturn, as iq negatively correlates with fertility today, along with other factors, the IQ of the western population may be decreasing at about 10 points a century. This likely also happened in Greece which caused their decline.
