The laser should point directly up so it's reflected off the mirror and in projected in circles due to the angling. I doubt you could get a strong enough laser through commercial channels, so good luck with that. It'll probably be much bigger than you're picturing because it'll need a hefty battery to have enough energy to power a laser that dismembers anything.
