I've never had any issues with the inner foreskin (mucus membrane), a lot of cut men actually still have it. It doesn't get sore much less tear.
There's no real extra effort required for cleaning. I've lived a life of extremes and have actually seen what happens when you just stop doing certain things. Without going into details, after not showering for like two months I had no smegma. I've never actually had smegma noticeably form at all... It's not a matter of maintenance for me, it just doesn't happen. Takes care of itself. I suspect the cause is therefore either racial/anatomical, or has something do with the immune system and a messed up skin biome. This would come from washing with soap, chlorinated water, etc. Unless you've gotten non-water soluble chemicals on your D, it should probably only be washed with warm water.
