Do we even have a basic "stick and rudder" understanding of the workings of an insect's nervous system?

Meaning, could we map and re-construct all of the connections and networks and emulate them with a digital system?

Say for example, what mechanism or algorithm operations within an insect's nervous system that allows i.e. a common house fly to recognize a hand coming down against it, track it, calculate an escape path, and trigger the correct muscles, organs to perform the evasive act?
