Simulate all neuron spikes? We've done that first in 2018 (1 year before the graph) and it didn't result in the emulated brain becoming truly conscious so intelligence lies deeper than that.
Maybe go one layer deeper and simulate all electrical activity of the brain? We will be able to do that in 2033, who knows if it's enough.
In 2044 we will have simulated the entire brain on cellular level.
2048 we will have simulated the entire brain on proteine level
2052 we will take all possible shapes of the proteines into account
2063 we will take all possible distribution of said proteines into account
2111 is when we will be able to simulate every single molecule within the brain to a 1:1 precision and as far as we know this is the only simulation that will with 100% certainty result in an emulated brain with actual consciousness.
It's possible that it will be reached far before reaching this point in 2033 already though.
